This problem is as simple as:
1. Allow domestic hemp products starting with 1% tax at manufacturing level, so as not to bother retailers and consumers with paperwork and rules and penalties.
3. Have CBO rescore every year, adjust tax every 4 years, as part of the farm bill process.
Anything else is a power grab, a money grab, or hysteria, and surely COVID gave us enough of that.
US history is one of robber barrons and regulatory capture.
