Wouldn't be the first (or last) unscrupulous leader to see the personal benefit of a big national tragedy.
This will likely get flagged as flame bait, but I'm guessing that the accusations have merit -- that attack was almost like Israel's Pearl Harbor moment. See Project for a New American Century for how the US turned 9/11 into their own lemonade.
