It's a tired reasoning that we have to read every time this comes up. China has been publicly doing what you say they won't if we only just let them buy asml. They've been doing it in 5 year Plans (tm) for decades now. You guys need to stop coming to in the middle of the episode and start chittering.
I think this would be a bad move because it would force China to move more quickly and further utilize their own technology.
It is hard to justify using inferior domestic technology when perfectly good, proven ASML tech is available.
