I know that Office 2016 runs locally. Later versions might, but I don't know for certain. You can't get 2016 new, of course, but a quick eBay search turned up a number of new old stock copies. It looks like they're going for around $60.
The registration and a few other things run over the internet
I can live with that (if I understood you correctly). I can accept being online at the time I register it... if the registration process still works.
