    This sounds like something that would cause the opposite of compliance. If you restraining me hurts more then I have every incentive to get out of the restraint.

    It's more of a torture device to be applied to fully restrained person, which means enforcers will probably love it because they are doing it already, often beating, tazing and in some cases even shooting fully restrained person.
