Anecdote as this is, I see it shifting among gen Z and alpha. When so many people have a tattoo, few are unique from having them. It used to be rebellious to have one, nowadays I see younger adults arguing you're more rebellious not to have one.
Especially the more online many people are, theres far more ways to express themselves among peers without doing something semi permanent on their skin.
And lets not pretend there arent increasingly realized health risks involved either, although I will concede the EU has at least made a number of steps to limit the concerning materials in inks.
